- Yes, since they have limited resources it would be very hard to enforce. So just get rid of the law. And while you're at it, since you have so limited resources it would also be very hard to enforce DUI's, so you might as well get rid of that law too.

- Having been born and raised in South Carolina, I'm well aware that most people back there vote strictly on what's behind a person's name (R or D). Most never know what the person actually believes or does. They do a disservice to the institution of democracy.
